Company list with certain SIC / NAICS code

Has anybody found a free or inexpensive way to find a list of companies with a certain sic or naics code? One of the verticals were looking at has tens of thousands of companies in a certain code. It doesn’t make sense for us to buy the lead data for each, so was hoping to find an initial list then cut it down to the relevant companies.
Have looked at rocketreach, Apollo.io, among others but they do not have comprehensive lists

It can be found but it does cost some money and usually a human being involved to get it.
We create dozens of segments every week but it is a somewhat manual process. Buying data in very large quantities helps with per contact/company pricing but in most cases you need to add labor to the data to make it really valuable. If what you're looking for is off the shelf perfect segments, it doesn't really exist or if it does it's expensive because it's very valuable for a variety of applications (sales, proprietary sourcing of investments).
