It looks like self-funded searchers should be eligible for the Covid PPP program to the extend they are self-employed individuals.

Does anyone know a bank offering an easy online application form for the PPP program?

Fundera makes things pretty easy for sole proprietors / small businesses. They aren't a bank, but can help you through the process. There's still a fair amount of ambiguity around what documentation will be required, and depending on how you have structured your finances while self-funding, it could make things more difficult. You also need to attest that "Current economic uncertainty makes the loan necessary to support your ongoing operations", and that's something you have to decide for yourself. https://www.fundera.com/coronavirus-small-business-resources
