I look at the executive summary, price, SDE multiple, high level financials, and anything else that catches my eye. That usually gives me a good gauge on whether it's of any quality. I don't use shortcuts, frameworks or tools. I just skim the CIM for important info to start. In my opinion, if someone is "buried under a pile of CIMs", they're just asking to see everything and don't know what they're looking for. Just my $0.02.
