I'm very curious to her people's perspective of buying an existing portfolio of franchise businesses (ie 5 existing UPS locations) vs building out 5 locations of a new franchise concepts. Any insight highlighting the best way to find a list of top franchise concepts would be appreciated.

I've spent a lot of time exploring and doing due diligence emerging brands. Not QSRs, though, if that's what you're specifically looking at (although I imagine a lot of the DD would be the same).
I grew up around a family business that was a large retail chain and it's somewhat in the blood, so that has also certainly helped with framing many of the opportunities. Would be happy to discuss.
