I was also responsible for a Dubai branch in my last job (and had some lawsuits there as well), and I would never search/invest there - the legal system is more based on personal connections than on laws. Recently, they changed the law so that a local no longer needs to hold the majority (there was even an industry for installing "fake local owners," and this was standard - underlining my point that there are laws which are not adhered to or are bent), so it has improved. However, it is still a high-risk game in my opinion and therefore not suited for search funds.
