FTC ruling on noncompetes

Good morning all! Regarding the recent FTC ruling banning noncompete agreements - I am not a lawyer, but it reads to me like the rule does exclude the sellers of a business. Can any lawyer confirm/refute this? I am basing my observation on page 335 of redacted.
