Green Card Holders No Longer Eligible for SBA Loans Starting March 1, 2026

The SBA just published Policy Notice###-###-#### and it's a big deal for a lot of searchers. Starting March 1, 2026, the SBA is requiring that 100% of all direct and indirect owners of a small business applicant be U.S. Citizens or U.S. Nationals with their principal residence in the United States. This means Legal Permanent Residents, specifically green card holders are now completely ineligible to own any percentage of an SBA-financed business. You also can't have green card holders as investors in your deal since 100% of owners need to be American citizens. If you're an LPR currently in the middle of a deal, the only path forward is if your lender can pull your PLP number under the current rules before March 1st. The bank will need a substantially complete file to pull the PLP number, plus they'll need the G-845 verification form back from USCIS, which can take anywhere from 2 days to 3 weeks.
