NYC plumbing acquisition: anyone structured around the 51% master plumber ownership rule?

Working on an LOI for a NYC commercial plumbing business. NYC requires that 51% of voting equity in a plumbing contractor business be held by a licensed master plumber###-###-#### Seller's broker has floated an MSO structure similar to healthcare deals, but I'm hoping to pressure-test this before going further.
