PTO for General Manager

Would a time off plan of 10 PTO, 5 sick days (per NJ law), and 10 major holidays be a decent time off offer for a General Manager of a $1M small business in field services in NJ. Would give the ability to add 1 additional PTO day for each year worked with a cap of 20 PTO days. This policy would be for all key employees. Trying to see if this is way off market. Should I add personal days to this? Anything else?

One way to think about this is the same way you look at compensation: i.e. what's the market offering? This is going to depend on role, region, industry, economic conditions, etc. What are similar firms offering? What are candidates asking for?

Bryan's points are spot on. I'll add from my time as an operator - there is a balance. I approached PTO as if our home services business was a technology company and subsequently shut the program down due to the abuse. Maintain awareness of the personality types you're dealing with and evaluate whether or not they understand the purpose of PTO and have a willingness to respect it as a benefit provided by the company.
