What is a reasonable/fair large scale finder's fee?

What would be considered a fair/reasonable finder's fee compensation /commission for a large scale business ($1 billion+). Appreciate your insights and experience.

"Finder" reaches out to the contacts on the searcher's target list. "Finder" shares some of the finds with someone other than the searcher paying the finder. Examples: • Finder is paid for sharing leads with other searchers. (Increases buyer competition.) • Assignment or selling some or all of your contact list. (Exclusive?) • Sharing it. • Selling it. • Using it to pitch other products or services. • Prospect for listings (brokers have been known to do it). What about "finders" who won't disclose to you the contact information for all the companies (or sources of referral) that they say they're contacting on your behalf? What about reporting their activity to you? This is important, especially if you're sitting on the sidelines waiting for introductions to potentially worthwhile opportunities. These are merely some of the many ways searchers lose opportunity, and pay for it. Outsourcing is good unless it costs you way more than you expect.
