Upwork or Fiverr for building prospect list?

I've been looking through Fiverr and Upwork to find someone to help build prospect lists. I'd like to hire someone that can generate from Dun & Bradstreet, Zoominfo, or some other reputable source. Is there anyone you would recommend?
