What are others doing for list building?

What are others doing for list building? Reference USA and Hoovers are a good starting point but completing the lists, including getting emails, CEO phone numbers, etc. could be a lot of manual work. Wondering what others are doing and what 3rd-party sources / offshore help others have successfully used. Would love to hear some details....

FYI... I have looked at InfoUSA... emails aren't available for large portion of the leads and it's expensive.

Since we're focused on SaaS businesses, we find a lot of information online. We've developed data mining automation that finds businesses by industry and puts them through a funnel based on characteristics we can measure quickly (employee count, location, is their website up?). It builds a company list from there. Next step is CEO mining. It finds the names and then validate emails using APIs.

It's quite a few steps to get it in a structured format. You also lose a ton of companies in the process, just due to lack of data / lack of presence.

We add new sources as we find them. We also recognize that some of the best buys will have a smaller presence based on their customer profiles and alternative marketing channels.
